Linda Shay
Halifax Regional
Municipality
RPT
Linda is currently employed with the Halifax Regional Municipality (HRM) in Halifax, Nova Scotia. HRM was created in April 1996 through a merger of the former City of Halifax, City of Dartmouth, Town of Bedford and the Municipality of Halifax. The regional municipal government provides services to approximately 360,000 residents in the municipality. The paid staff of the municipality include a Chief Administrative Officer (CAO), two Deputy CAOs and Directors of various business units, as well as the staff who report to them at the various levels of management. HRM is a unionized environment with five different bargaining agents representing front line staff members.

Linda’s current role in HRM is a Research and Technical Development Consultant in the Transportation and Public Works (TPW) business unit. She is responsible for leadership development, technical and equipment training and other adult learning strategies required for business unit needs. In this role she has conducted needs assessments and developed training programs to address identified skills gaps, identified long term training needs for succession planning purposes, analyzed the quality of existing training systems in the organization and their interconnections with each other, and evaluated the long-term viability of current training systems. She partners with public and private institutions, other levels of government, and internal client groups to identify and deliver relevant skills enhancement opportunities.

The Director of the TPW business unit identified a gap in the technical equipment training opportunities being offered to unionized staff during the most recent round of collective bargaining with one unionized group of employees. Also identified was a need for leadership development of the management staff at the various levels of the organization. Linda had worked with the Director for three years as a Labour Relations Consultant and was offered the opportunity by the Director to assume the role based on her skills, abilities, qualifications and background.

Linda’s future plans include finishing her MBA and obtaining her Canadian Management Professional designation through IPM. She is looking forward to brushing up on her French language skills and is excited at the opportunity to work as a volunteer member of the Maritime Regional Executive of IPM.

Linda is an avid genealogist and has been doing research for almost 30 years. She has a database of over ten thousand names and is constantly looking for more. Her hobbies include knitting, sewing, gardening and reading. She is happiest when she is spending time with her husband, her four children and her friends.

Jane McDonald, RPR, CMP
PICTURE PERFECT LEADERSHIP

Jane’s path to a career in human resources was built on a solid foundation of varied experience, beginning in telecommunications and moving into a professional engineering environment before leading her to Alberta’s active oil and gas industry in 1990. During nearly 20 years in oil and gas, her role rapidly expanded from office administration to that of a true Human Resources Generalist, with ever-increasing responsibility encompassing pay and benefits, employee development and discipline, compensation management, position descriptions, recruitment and selection, policy development and administration, education and training, employee relations and performance management.

In order to keep pace with her increasing responsibility, Jane began to actively pursue professional development activities that would support her expanding role, earning her RPR and CHRP designations in 1999, and her CMP in 2004. She also holds a Continuing Education Certificate in Employee Benefits Planning and Administration from the Northern Alberta Institute of Technology.

Jane McDonald
RPR, CMP
Jane continues in her role as a Senior Generalist, having accepted a position in April 2007 in Alberta’s information technology industry, as the Human Resources Manager with CGI Information Systems and Management Consultants Inc. in Edmonton. In this newly-created role, Jane is responsible for providing human resource professional guidance, expertise and consultation to managers and members, ensuring consistency and competency in human resource processes, including compliance with provincial and legal requirements and CGI’s corporate standards for security and quality. She leads strong team of HR professionals responsible for a full range of services, and is a member of the Senior HR Team for the Western Business Unit, working in a collaborative relationship with the senior HR group.

With 25,000 professionals, CGI is one of the largest independent information technology services firms in North America, providing end-to-end IT services and business solutions to clients worldwide. CGI provides a full range of IT services, including consulting, systems integration, and the management of business and IT functions.

Passionate about her chosen field and thriving on variety and challenge, Jane embraces the generalist role. Having previously functioned as Director of Breakout Speakers for the Provincial Human Resources Conferences hosted in Edmonton in 2001 and 2003, she strives to maintain an active role in the local human resources community, and holds a place on the Membership Team for the Human Resources Management Association of Edmonton. Most recently, Jane is very excited to have accepted the role as Regional Co-Chair for the Institute of Professional Management’s growing Edmonton Chapter, and looks forward to playing a part in the success of this dynamic organization.

Down time finds Jane relaxing with her family and her dogs. An enthusiastic amateur photographer, her camera is an always-present fixture on long walks. She also spends time at the computer, digitally enhancing and restoring a growing collection of family photographs tracing the history of five generations from Scotland to Canada.
